On 19 March, the Zonghengzhi Strategy Insitute and the Western Returned Scholars Association (France-Belgium Branch) co-hosted a lecture on "Strategic Challenges between China and Europe in the Shadow of the Russia-Ukraine Conflict", the first in a series of forums on "Strategic Repositioning in Europe under the Hundred-Year Change". The speaker was Mr. Song Luzheng, a researcher at the Institute of Chinese Studies of Fudan University and a scholar in France. The conference was attended by Mr. Jiang Bo, Director of the European and American Association, Vice President of the French Society of Biomedical Sciences and former Vice President of Tongji University, and Mr. Ulan Gaohua, Director of the Western Returned Scholars Association and former Vice President of France-Belgium Branch. The meeting was hosted by Xia Guo Han, founder of the Zonghengzhi think tank.

Researcher Song Lu Zheng mainly discussed two topics: firstly, the direction of the war between Russia and Ukraine and the assessment of its international impact, and secondly, the prospect of Macron's visit to China.


  On the topic of the war between Russia and Ukraine, Song believes that the conflict between Russia and Ukraine may last until after the 2024 elections between Russia and the United States, and that the war is escalating slightly, but unless Russia is defeated, there will be no extreme scenario of nuclear war, but the direction of the war may trigger sudden political changes in Europe. Europe is undoubtedly the biggest loser in the Russia-Ukraine conflict, due to the external influence of the US and its own internal structural divisions. Objectively, the Russia-Ukraine conflict has given neutral China a certain strategic initiative, which has forced Russia and Europe to look to China for a breakthrough in certain strategic space.


  On the topic of Macron's visit to China, Song shared two main points: firstly, why Macron's visit to China is a rare break with the practice of diplomatic reciprocity, as he visited China in 2019 and then made another trip to China without waiting for a return visit from China; secondly, can China and France work together to deal with the 100-year change? The French are also moving further and further away from the "Charles de Gaulle Doctrine", and Macron appears to have his hands tied in the face of the many diplomatic cards that could have been played. But in any case, President Macron's visit to China still has a strong symbolic significance, at least to show the world that bilateral relations between France and China are still stable and that Europe is not completely following the US anti-China trend.
